I have livacodec library in my system...

How he has arrived at my system? with ffvfw? with ffdshow?

If MEncoderMe 0.23 does not install it, how I know that I have the correct version of this library to work with MENcoderMe 0.23?

mencoder.exe already has libavcodec linked inside it.
It's statically linked.
So mencoder doesn't need an external libavcodec. It's a standalone program, so Mencoder-ME can call it independently, just as you can run mencoder manually.
