Look at doom9. It seems the rate control is much better.
Code:
Changes:


    * Now has "extreme" options, mainly for my own testing, but should provide quality over speed

    * New Command line options for turning options off as well as on
      ( view with QuEnc /? )

    * Now "should" have interlaced encoding for encoding interlaced material.

    * Now "should" have better bitrate control...hopefully it won't have huge undersize/oversize problems.

Wow there are quite a few more options in this new version I wonder what settings I need to make a KDVD with it

Version QuEnc 0.50 is now out. I see the voice of DOOM over that other that other forum :P are bitching about the 'Notch' Matrix being hard coded into Nic program DDog mainly moaning about it.

I sure wish they would grow up as I dont see what hard it does as if you dont want to use it simply dont tick it!
