Will a device which supports Mpeg-4 also support Mpeg-1?

Hi there,
Howadays, more and more devices support Mpeg-4 playback, such as Smartphone, PDA etc. I am wondering is a device which supports Mpeg-4 also support Mpeg-1?

As for Mpeg-4, What is the easiest way to convert a file to Mpeg-4? Using Virtual Dub is one of the options as far as I know. What is the optimal settings in Virtual Dub then if my target is small resolution like small screen in smartphone? Which Mpeg-4 codec is the best since there are so many available? Also, there is GOP setting in Mpeg-4 encoding, right? If so, we won't be able to make use of Kwag's wonderful matrix and GOPs then?

I personally don't need MPEG-4, and I think I'm not alone. Reason :?: Read this ;) http://www.kvcd.net/forum/viewtopic.php?t=4780
