I have tried lots of kvcd's Ksvcd's with minimum bitrates at 64.

Works beautifully on this.

The only problem i had when i encoded it with 23.976fps and 3:2 pulldown the movie moves slowly from frame 2 frame.

So i keep the fps at 29.97 and no problems whatsoever.
