I usually get that error when I've encoded the audio wrong or TmpgEnc settings are not quite right. Check the audio is 44.1 and the video is vcd non standard then try muxing with bbMpeg.

When you used DVDPatcher did you select "entire file" or "first header only"? Also TmpgEnc told me I had corrupted data when I remuxed as SVCD. It doesn't have a DVD mux option.
