getting a blocky video during high action scenes?

I have been making VCD's a couple of weeks now and have learned quite a bit during that time but am still having a few problems I cant quite iron out yet. the main problem bothering me at the moment...

I had the same problem on the Apex 1100w but as long as i encode at NTSC standard and not film i get good results with it.

Thanks for the thought i had not considered converting it to PAL but i know my DVD player will handle that format so i will try that. Any idea if that can hurt the T.V?
