Using Mpeg2Cut causes Mpeg2 file to not be DVD COMPLIANT

Kwag or Members,

I want to cut out parts of a MPEG2 file. If I don't cut from the beginning of the file with MPEG2CUT, the file will not be DVD compliant. Is there a way to fix the header?...

Doesn't VCD require that the frame rate be 29.97 for NTSC. My DVD player won't play right unless the setting are 352x240 <1150 and frame 29.97?
