Are there any differences in the 352x480, 704x480, and 528x480(kvcd-3) templates other than the resolutions?

lowest cq for good quality?
I was just wondering if there was a consensus on what is the lowest CQ you would allow to still get good (VCD) quality on a movie before you would opt to lower the resolution to get the CQ to bump...
