I just released a new script for doing the task using mencoder/ffmpeg. The black borders issue is solved, and now you get files with the right aspect ratio.

Also, framerate and system (pal/ntsc)...

However, if you define an average bitrate, it should give you that, even if it uses variable bitrate...
