Do not use the wizard. This way you will have a direct control of everything that is done and you will find the "apply inverse telecine" option that seems to be checked in your case even if it is not...

First, you should NEVER feed directly tmpgenc with the source but ALWAYS use a script.
Second, yes you can but tmpgenc handle mpeg1 as source quite badly. Mpeg2 support is better.

You should use a tool called "Imgtool". It uses Nero API to burn (nero must be installed) but never fails ;-)
