Only SVCD or DVD supports more than one audio track.
So, what is your target?

DVD: you don't need usually to multiplex it.
For example, with DVDLab Pro you can load all streams separately, video and audios.

Anyway, do use bbmpeg, select your video stream, your audio1 stream and your audio2 stream and multiplex they as usual.
That is all.

make it into svcd.. but the 2 languages are not separated.. they are together in one file.. how do I split it so there are 2 streams before using bbmpeg?

If your 2 audio streams are in a vob file, you can extract all audio files with dvd2avi.
If your 2 audio streams are in an avi file, you can extract it (each stream separately) with virtualdubmod, then convert each one to mp2 with besweet.

Edited: Thread moved to general misc. audio.
