I took some DV video of my friends concert using my Sony TRV520. Not enough light so the video is very noisy. Also, the resolution doesnt look like 720x480 as I expected. Anyways, I am wondering what is the best way to filter the noise and clean up this video?

When I play back directly from camcorder to TV it looks much better than my VCD in my dvd player.

I'll try to take a crack at this. Either use video editing software or get into avs scripts. Or the easier but time consuming way is to use Tmpgenc's filters.
