Hi guys,

A quick question: is a m2v with all I-frames DVD compliant?

I have a very short clip, quality must be as high as possible so I want to drop the B and P frames.

I don't think all I frames video at a high bitrate (above 9,800Kbps) is compliant, and won't play on a standard DVD player.
Anyway, make sure you encode at least 30 Mbps to 50 Mbps if using only I-Frames, if you want to have pristine quality.
