Basically what I do is using vcdtoolsX v1.1. I extract the mpeg file out of the bin. create an xml file from the mpeg, and create a couple .img files that I burn in Toast.
Does the fact that its a different encoding format change my ability to burn these files?

If you can burn .bin/.cue images in a MAC, you should be able to burn them just like that. But if you can't, then what you did (extract the mpeg) is also a way to do it. But make sure you burn as "non-standard" VCD.
