If I'm doing this right, I click burn image then point it to the .cue file right?
When I do this I get an error message saying 'Error Reading Data' then a message saying 'Speed Measurement Failed'.

This is my first attempt at burning a KVCD and my first attempt burning cue and bin stuff so I have no idea what to do. Anyone have any ideas?

First, your version of Nero is very old.
Second : did you burn other kind of cue/bin with your burner ? It's possible it do not support DAO mode (required for burning a image). Or perhaps the problem is with overburning (is the bin is more than 800 MB).
Third : I'm quite sure you DL the KVCD you want to burn. So DL it again : it seems to be damaged.

'Special' eggnog and KVCDs do not mix.

Now that I'm left with a nero CD-Image, do I burn that as I would a normal VCD or do I burn it as an image again?

An image can't be burnt as other thing than "image". I do not really understand your question.
