When using rejig to produce m2v video file and muxing with headac3he 192 mp2 audio file, I get bitrate exceeds 9800 dvd standard in tmpgenc author. Anyway to fix this?

You can fix it with the DVD Patcher.

How do I determine the bitrate to change to in DVDPatcher? In other words, if I use 9800, will that work regardless of m2v and mp2 bitrates?

DVDPatcher will "Patch" whatever value you specify.
It will not "Trim" the bitrate.
So if the actual encoded mpeg has bitrate peaks over 9,800Kbps, your standalone player will probably cough on those scenes.

Are you sure about this? Rejig is a transcoder, it can only reduce bitrate. And how could it "create" data out of nothing? Unless the original DVD was already off-spec, something is wrong here...
