I know Ksvcd enables u to have subtitles which u may turn on or off at the push of a button, But what about it being like that on kvcd,
I know on regular vcd's the only way u can subtitle a vcd is with permanent subs, But is their a way to do the subs that can be turned on or off while in the middle of a kvcd movie ?

No, not with a VCD I'm afraid. As you said, you have to encode MPEG 2 SVCD to achieve that I think.

The MPEG-2 part may not be necessary for switchable subs.

Some players accept when you encode in MPEG-1 but mux as SVCD.

Muxing as SVCD is absolutely necessary.
