Fixed it! I really like
vBulletin, but it has a LOT of granular permissions settings, and it can be easy to forget about one of them. Try it again one more time -- it should be okay now. I tested it with a Free Member test account.

Manage Attachments area on the full editor page -- and then follow the instructions at
