VIDEO_TS folder to writable ISO?

I want to make sure a valid Video TS folder is burnable later, so for organization and ease I want to make it into a writable ISO. Is it as simple as using a program like PowerISO or do I have to take special steps?

I think I understand you here ... you want an ISO, not a VIDEO_TS folder set, to ensure data integrity. If so, burn a valid DVD ISO in Imgburn (UDF 1.02, ISO 9660, no Joliet). Playback with something like VLC, or mount the ISO with sometihng like MagicISO.

There's no such an animal as "writeable" ISO, if you mean like RAM drive or zip file. It's an image. Not that I've seen, at least.
