CentOS

yum groupinstall "Development Tools"

make
make install

Debian / Ubuntu

wget https://ioping.googlecode.com/files/ioping-0.6.tar.gz
tar zxvf ioping-0.6.tar.gz
cd ioping-0.6
make
make install

Do not use 0.7, as the values are in "us" (not ms) and kilobytes (not mb/s). Harder to interpret the results.
