It could be, but not likely. DVD-RW and DVD+RW are far, far less compatible with DVD-Video players than the write-once counterparts.
I experience this myself from time to time.
They are also MUCH more touchy after they've been erased and re-used. The first time recording is generally fine, after that, forget it.
I tend to just use 35 cent discs if it's a throw-away for something temp, and viewing on a DVD player is of utmost importance. Less hassle, and I can afford to throw away a few cents here and there.
