Yes it can. But there is no way to predict how much.

my DVD disc is inside the box slim cd and box in this slim bag plastic

If your discs are well sealed from the environment the effects will be very slight, if any.
The greater effects may be on your disc players, computer, and other electronics.

The DVD disc is sealed at the factory and prevents 100% that smoke from coal enters into the disc?

It will melt at the sheer smell of ribs...

In all seriousness, charcoal breaks down into water and carbon dioxide. If you store it in a way that would make it waterproof or moisture-resistant, you should be fine. I had such concerns about some certain tapes, though nothing helped once the dog got into the box...

Always back up to multiple copies in multiple locations in multiple mediums!

And periodically test the discs watching for increases in correctable error rate - and make new copies before you start to get uncorrectable errors.

Coal smoke may also include particulate and other combustion products that can deposit on gear over time. That is because coal is not pure carbon - it contains other naturally occurring chemicals, and nitrogen is available from the combustion air. Note that acid rain is a byproduct of coal burning power plants. (https://www3.epa.gov/acidrain/what/)

Whether or not it is a problem for you will depend in part on the concentration of the smoke and combustion products in the air. I suspect being near home fires and unregulated industrial plants may be the worst.
