Resolve blooming from scanner
 

My dad has begun to scan in old family photos and giving them to me to touch up. Any suggestions on how to fix the blooming that's occurring in the lower left corner of the image? I could adjust the Levels low enough to black it out, but would like to get the same detail/color throughout the entire suit that the man is wearing.

Any other tips on improving these types of photos would be great too. Thanks!

What brand/model is scanner is this? Realize that cheaper flatbeds have lots of optical flaws.
