It looks like the tracking signal is missing so the vcr isn't locking on to the video on tape at all. That could be caused by a bad cable, dirty connections, very worn, dirty and/or misaligned...

Forget Vdub, try Virtualvcr, old but still relevant imo. If you want to experiment further graphedit is your tool (the kind of tool used by devs to troubleshoot customised filters (pre scaler etc..)...

We do use DV sometimes for domestic videos, PAL is perfectly passable and still considerably better than most cheapo methods - NTSC looks pretty dire though....
