I would suspect dried grease on about every thing...

I would suspect dried grease on about every thing that turns, deteriorated brake pads
and back tension pads or mabe they fell off.
A lot of cleaning surfaces .
It's a combination of issues

If so is it slipping? when it stops when trying to load in is the motor pulley still turning?

You put in.
Heads need cleaned then proper way. Any belts slipping on pulleys?

It throws that error.
While on and no tape try turning take up reel.see if error goes away.
May be stiff as brakes...

Look up the data sheet see what pins are ground and what pin is b+ 5v.
And measure there.

My best guess the top pin on the stk pack is pin 1 for 5v. This is the power for the ics
If it's low or has ac on the DC 5v could cause your problem.
