Ffmpeg says your video codec is ProRes 422 and not DV, so you've already done one lossy conversion. For editing, that's fine, but for archival, you may want the original video straight from the tape.

The glitching looks like the line TBC in the VCR had trouble locking on. Maybe the tape is stretched? That would also explain the fluctuating FPS value. Do you have same problem on other tapes?

Your "without-amp.png" appears to have blown highlights, and the amp restored them by darkening the whole image. You don't need a distribution amplifier to do that, just adjust the proc amp settings...
