The Wagneronline tape may be legit, I got some s9600U OEM parts from them- a complete roller assembly and the plastic bracket holding the stationary backtension post that is always broken. I was shocked when they actually arrived 😆
What would you suggest I use instead?

Wagner has been a long established vendor of a wide range of spare parts and test equipment for servicemen, not least for VCR's! I have had their catalogues here for many years and still order and use their products in my servicing/repair work. I suspect Wagner dont actually manufacture the parts but source them from others. The demand these days for VCR alignment tapes is a fraction of what it once was so I doubt the advertised alignment tape was recently recorded, but it may be fine. What mostly degrades signal on tapes is repeated playings especially in faulty decks.

The the copyright date on the linked web page is from 2015, their web page reviews section has recent (fall 2021) dates, so best bet would be to contact them as ask about the tape. Is see they are in AU, so be sure any NTSC vs PAL question is answered to your satisfaction..

They're not really worthless, we have a few (even a Grundig V2000) one, if they exist you can't really say you've set up a VCR properly without them.
We do duplicate a few "transfer standards" for quick checks, they're very useful.
Obviously, if they're used they're probably not worth much, but if they're new and of good provenance why not?
You'll need appropriate skills to get anything useful out of them, but they are handy things for aligning machines with. A good colourbar tape is still one of the most useful things in a video machine repair arsenal. We use a very clean 'Test Card F' as well, a very famous UK emblem.

I went ahead and ordered one from http://www.drviragopete.com/video-calibration-tape.php
It came today, and it's totally legit, a new tape, not used. I got the SVHS version, and it plays great- color bars and tone, stairstep, grayscale, and various grids. Covers all the different test patterns required by the JVC service manuals I have seen. Recommended.

drviragopete's site is interesting. He offers a lot of different services. The $2.99 starting point for video transfer from tape to DVD sounds low, even if that price point is high quantity SP VHS-C tape.
Can you tell us about the test tape you received. What patterns does it have on it?
