Sorry, but such a camera does not exist. I wish one did. It'd be great to have a point-and-shoot capable of great action shots. To take pictures "really fast", you need a dSLR. To my knowledge, all point-and-shoot systems have shutter lags that make them unusable in action situations (kids, dogs, sports).

The Samsung above is going to be the same as anything else. I looked around quickly online, did not readily see any information to the contrary.

My advice for basic point-and-shoot systems is to look at the Canon Elph or Sony series. Right now, the current model I suggest is the Sony W220:
There are some nice refurbished dSLRS from Pentax out there, for low budgets. And then Nikon D40 kits are on clearance here and there.

Don't forget the Sony Memory Stick Pro Duo card. I use a 4GB card, but 8GB may be worth the extra $10.

And then I suggest then cheap $1 device ($3 including shipping) for turning the memory stick into a USB thumb drive.
