Which dictionary?
Not knowing more, I'd guess rolling back to SP2 would be one way.
Perhaps this is just coincidence?

I am not sure which dictionary, I have ms office 2007 which seems to be my only program that still has a functioning dictionary, I tried removing it and re-installing it...didn't help. If I remember correctly, when office was installed back in 2009 I started to get spell checkers for several programs including my web browsers, The dictionary I lost was was working with Firefox and exploorer, now neither is working, what is the best way to get a browser dictionary?

I've never heard of this error.
Most of the spell checkers (I thought) were internal to the programs where used, not something from the OS.
