Is there a program that you can use that will tell you if a home made DVD has out of sync audio, without you having to watch the full DVD to find out?

Nope.

Even studios and broadcaster mess this up fairly frequently. (I think there's some expensive studio appliances that try to perform lipsync tests, but I quit subscribing to the industry magazine early this year. It was getting thinner, more expensive, and less interesting.)

For home users, definitely not.
