I'm using ImgBurn to make an ISO file of the DVD that I want to copy & then I just burn it from that.

However, I was wondering...when I do that, does it make the copied DVD region free? I know DVDShrink has an option to make it region free, but I was wondering is making it an ISO file and then just buring that file onto a blank DVD also makes it region free?

Or, would I have to go through DVD Shrink to do that?

No, Imgburn doesn't do that. Use DVD Decrypter to remove region restrictions.
