As far as quality VPS companies, based in Europe -- and fully European, not just USA/etc companies with server locations in Europe -- then I highly recommend:
-
EuroVPS (Netherlands)
-
CherryServers (Lithuania)
-
Jolt.co.uk (UK)
We've used each of them for many years now.

- Qhoster = scammy/scummy operation that is best avoided. Lots of valid complaints on other forums and blogs.
- Hosting.co.uk = no opinion at this time; nothing negative to say.

- Godaddy = great for shared ... VPS, eh ... needs improvement still. Great servers, support not so much.
- Scopehosts = another scammy/scummy provider, many complaints online, avoid
- VPS9 = unknown Indian host, no feedback, not suggested
- Hostpappy = unknown Indian host, no feedback, not suggested
^ Note that this post was banned for spamming those 3 hosts. So for that reason alone, none are suggested.
