Both my Hr 7600 and Hr 7800 are exhibiting this problem after playing the same tape. Are the heads now destroyed in both VCRs or are they dirty?

Perhaps oxide shed on the deck. Open it and look.

Just cleaned the heads and it fixed the problem. Is it safe to transfer the tape if it is flaking?

At best, you need a "dirty deck" that you can afford to screw up. Not your primary machine. I use of my SR-V101 decks as "dirty deck" for putting tapes with cleanliness issues.

But oxide shedders are likely to destroy all your VCRs. I had a tape ruin my favorite SR-V10 back in 2011 or thereabouts. If it still works after mere head cleaning, count yourself lucky.
