hello I'm trying to capture video with a device so i can do dvd but when i play the tapes there is lines on the videos what can be done to fix this ?

Those are dropouts, comets.

Does this happen on all tapes? If so, the heads are probably damaged on the VCR.
If not, it's the tape.

well i test with another tapes same kind of line also i have another vcr and its worst color all over

I could remove some lines (dropouts) from the video but not everything ( see image comparison below)

That is a TV broadcast noise, That tape is recorded that way and cannot be recovered, just get the movie on DVD and move on.
