what would cause the video head no to spin up.

i have a couple decks here with this issue.
i tried swapping out the stators and even the whole head assemblies, but still no dice.

Which one?
They heads can seize up because of failure elsewhere, or because of sticking. It depends some on model.

it was the video drum on a HR-S9600 and a HR-S4500
it was like not getting power to the stators

The 9600 is likely failing the internal power check. That little black nub is often the culprit. It often spins up for 3 seconds first, but not always.
The 4x00 decks were all POS. Like the 3x00. Not sure, but it may be dead. Could have simply seized.

Check the lube on these things. That could be it too.
