JVC HR-DVS2 miniDV fails?

I have failed minidv deck in JVC HR-DVS2. It takes a tape, then stars winding tape, and do not wind it to receiving roller. And then auto-turn off. If I turn on again and eject tape, it ejects but some unwinded and jammed tape should be removed manually from inside VCR. Also, I found this thing inside (look attached photo), I don't see what is it in service manual, maybe it is the root of the problem? Where it should be installed?

JVC decks are infamous tape eaters for DV. The decks have a (potentially) excellent S-VHS VCR side, but the DV side is worthless. Ignore it, use it only for the VCR.

Use a DV camera for DV tape playback.
