If anyone has experience with HDMi capture cards (pcie) i'm all ears

A pcie card with hdmi in/out is what i need right now with 480i-576i support mandatory

That kind of card for instance: https://www.yoycart.com/Product/22021568142/

I'd need that card to be compatible with win7 minimum, NLE compatible would be a plus, Audio lock feature if possible (but i'm dreaming i think)

I don't get why they're so expensive

I've used a BlackMagic Design Intensity Pro card to capture HDMI stream outputs from a laptop, BD player, and from a FIOS set top box with both Win 10 and Win 7. I mainly use the included MediaExpress software the MJPEG file format, but it also supports uncompressed formats. It supports capture from a number of NLEs as well, both SD and HD, NTSC and PAL. Be aware it requires exact format selection to capture successfully; e.g., 1080i60i is not the same as 1080i59.94.

The Intensity series also supports analog capture: composite, s-video, and component, (subject to some significant limitations).

And I've have used its HDMI output to drive a TV set.
