Unlikely. Some form of TBC is required. An ES10/15 minimalist TBC(ish) still has a fail rate, but better than nothing. The fail rate depends on the VCR and sources tapes. But minimalist budget setup better than none at all. Better is pair DVK+ES10/15, then you get more towards actual TBC. And then best/ideal is line TBC in S-VHS deck with external framesync TBC.

Yes, no, maybe?
You're asking a binary question: "If X, does Y?"
Well, that's not how it works.
Video isn't binary.
You must understand 4 concepts: source tape, VCR, TBC, capture card.
The source tape quailty is the beginning.
- If good, output good.
- If less than good, output can still be good.
- If bad, output may always be bad.
The VCR must be good. It controls how good or bad of a signal is lifted from the source tape.
The TBC(s) tame the signal off the VCR heads, adjust for quality, purify for the capture. The TBC must not only be good (not flawed), but designed for the sources.
The capture card must be good, as it controls how the signal is forever committed to digital form.
You cannot have a bad tape, POS VCR, no TBC, and the bestest ever capture card, then expect quality results because of the good card. Quality doesn't completely rely on the capture card. It's just a piece of the puzzle
