I have 2 tapes that I'm having issues with.

Most of my tapes I'm having zero issues with. I have a Windows XP Dell system, VirtubalDub 1.9.11, good Sony VCR and ATI 600 USB. With all that I am getting results shown in the video attached... "tearing"

When I directly plug the VCR into a TV via composite cable. No problem at all, clear image.

Is the capture card having an issue with the tape? Timing issue? Need a TBC for this particular tape?

That's not tearing, It's line timing errors, A good player with line TBC and S-Video out should fix the problem, if not an ES10/15 in the workflow may help fix the problem.

Lack of line TBC is visual issue.

But there are also dropped frames happening, which is lack of frame TBC in the workflow.

Capturing VHS starts with a good VCR (actual "good", not just what a random person thinks is unqualified "good"), which almost always means S-VHS VCR with line TBC. At worst, certain non-TBC S-VHS decks, or some isolated VHS decks, paired with ES10/15.

Avoiding a frame TBC is usually an exercise futility, time wasting by searching. There are some TBC(ish) options, using ES10/15 with a few other devices like DVK, as a budget option (but with quality-lowering side effects not found in actual TBCs).
