VirtualDub recording at 20.2fps when selecting 25fps?

Hi,

I finally decided to digitise some of our old family VHS tapes. My father had at some point purchased "MAGIX Retten Sie Ihre Videokassetten 3" which comes with a Red/white audio/composite/s-video to usb converter. It says v3 on the underside.
I can't find much about this brand, but I would guess it is another version of EasyCAP. I found working drivers for Win10 after quite some work. There are also instructions on how to get it running on Linux (the link says v2, but also seem to work for my red/white "v3").
My VCR is a JVC HR-S6850. No TBC. But it was in the cupboard.

Never mind the poor setup, when I try to record video in VirtualDub 1.19.11 or 1.10.4, VirtualDub reports an average rate of 20.2 fps (when trying to record at 25fps), and therefore has to insert a lot of duplicate frames. See the screenshot below. I have tried different import sources (dv camera and vcr), both composite and s-video, but that hasn't made a difference. I have set the driver to different "quality" settings (0, 0.25, 0.5, 0.75 and 1 are the possible options) and different resolutions, it has not made any difference. I have explored all options in VirtualDub and can't spot a difference.

What is going on? Is there a different possible reason apart from a crap video digitalisation stick?
