My default answer is to get one of the ATI 600 USB cards.

Works well, Windows Vista or Windows 7, captures to MPEG for NTSC. (Not for PAL, however. For PAL, only AVI via VirtualDub.) Or AVI in NTSC, using VirtualDub.

The ATI 600 USB comes with ATI CMC.

I've tested it on Windows 7 64, no issues at all.

This model was made in 2008 or thereabouts, so it can only be found used or refurb.

The best video gear was made years ago -- most new capture cards are crap, excluding high-end stuff from Matrox, Blackmagic, Aja and some others. If you have a budget of $500, then we can go over those, if you'd like.
