I have a hi8 tape that is "stuck" it won't rewind nor fast forward. I can't turn the reel either..is it possible to open the tape and switch it with another case? or is it basically dead?

take it apart and try to carefully unstick it by unreeling a little bit
the tape is probably just stuck to the next layer

Right now, it doesn't sound like a new clamshell is needed. Part of the tape is stuck for some reason. That's all we know.

You may not need to open the cassette if all you want to do is manually advance or rewind the tape a bit.

On the bottom of the cassette, centered at the label edge is a rectangular slot (about 4x7mm). In that6 That slot is a small tab that when pushed to the rear unlocks the reels and you can manually turn them.

If that tab is missing or broken the reels may remain locked and a replacement or repaired case is likely in order. Keep in mind that 8mm tape is not as physically forgiving as VHS.

thanks dpalomaki for some reason that wasn't working, I had to take the tape down to lowes and play which screwdriver will open you up game . Found one and unscrewed the tape. didn't see anything "weird" going on, just forwarded the tape a little bit manually then screwed it back together and works like a charm....damn shame the tape has 5 minutes of footage on it lol but whatever all in a days work
