Is this card as good as the X600 which is recommended here?

Certified for Windows Vista means that it is fully compatible?

Is it true that this card cannot capture in MPEG-2 format?

All of the PCIe cards are essentially the same. They all use the same drivers. Only the graphics differed.
So the x1900 = x600, for video capture.

That said, the AGP cards were still better.
