Under Video -> Capture Filter there is a dropdown called Video Standard. Is PAL_60 an option there?

You may need to set 720x480 at 29.97 fps before it will let you set PAL_60. If it still doesn't stay in that mode, I guess figuring out DScaler may be the only option.

This has been discussed many times. Most popular solution so far:

Avisynth capture, top menu -> "Capture" -> "Timing...":

General Options:
-Drop frames when captured frames are too close together (UNCHECK TO TURN "OFF")
-Insert null frames when captured frames are too far apart (UNCHECK TO TURN "OFF")

Resync mode:
-Sync audio to video by resampling the audio to a faster or slower rate (SELECT "ON")

-Correct video timing for fewer frame drops/inserts (UNCHECK TO TURN "OFF")
-Automatically disable resync when integrated audio/video capture is detected. (UNCHECK TO TURN "OFF")

Also, capturing to the same hard drive that houses your operating system is another cause of this problem.

Added note: the last item in the list ("resync") is often the culprit in some systems, maybe not in others. You can try turning it on/off to check behavior, as well as enable/disable the others to see if they affect the capture. The settings I show above have worked correctly on all my captures for years with two AIW cards.

In answer to your query in other forums about encoding lossless AVI to final formats: Capturing to lossless media has three main purposes:
(a) Lossless media is the best means available to us poor hobbyists (and to pros) for getting the most accurate digital rendering of your analog source, without compression loss and other problems associated with capturing to lossy compression.
(b) Even more important, lossless media is used so that VHS noise and defects can be repaired, cleaned up, denoised, color corrected, etc., etc., creating new lossless working files that don't have recompression damage.
(c) Lossless media can be archived as-is or reduced in size with high bitrate MPEG encoding (about 15mbps) without much loss. Lossless media can also be encoded for final output to DVD or standard definition BluRay/AVCHD, or to other formats as you please, while keeping the lossless original for archiving or further work.
