Best PC setup for VHS transfer

I'm a mac user, and I understand that there isn't a very good solution for transfer vhs.
For work I need to transfer a big vhs archive, and i'm thinking to built a pc for that.
I understand that ATI All in Wonder is the best solution, there are a lot of them on ebay, but i don't know which one is better. Starting from scratch, what is the best ATI + Motherboard + CPU combo?
I have a JVC HR-S9600 and a Data Video TBC-1000, I'm Italian and all vhs are pal.
