Which filters? You mean denoisers, color correction, sharpeners, chroma noise cleaners? Other cleanup tools? They are are
always applied
after capture,
never during. If you refer to brightness and contrast controls that manage input signal levels, they are adjusted and applied during capture to avoid invalid or illegal video levels.

No. The (x86) designation is for 32-bit programs installed in 64-bit systems.
I'm surprised that you didn't notice the other anomaly:
