Does the Panasonic ES15 passthrough both NTSC and PAL?

So doing some research online and I am getting some mixed information. Long story short I am in the market for a DVD recorder that has a decent passthrough sudo-TBC. Have heard good things about the Panasonic DMR ES10 and ES15. As well as the Philips DVDR3475.

The catch is I have both NTSC and PAL tapes to capture. Would love to get a single DVD recorder than can do both and support 110 power. Some places list the ES15 as supporting both PAL and NTSC even though they are still locked down by region, while others mention only NTSC for North American models. As I am just looking to use the passthrough filters I don't really care about DVD region locking.

Just curious if anyone has tested PAL passthrough on the North American models.

And it does appear that there was a model floating around that was a region free PAL/NTSC version for North American markets (model # DMRES15E). Could be where some of the confusion comes from.

That information doesn't conflict, unless you read someone claiming that NA models do both:

The models sold in PAL regions support both PAL & NTSC, but are region-locked.
The models sold in North America are NTSC-only.
