You don't "transfer" it. You extract the video as encoded MPEG video using one of the tools suggested.
What do you mean by "edit"? Any changes you make to MPEG must be re-encoded, which would be a quality hit. To prevent degradation you should use a smart-rendering MPEG editor. After editing, the MPEG video must be re-authored for DVD disc. All decent smart-rendering apps are paid software, but many have trial versions. Try
TMPGenc Smart Renderer, which can directly import video from DVD ISO files and output a new MPEG video for authoring apps.
TMPGenc Authoring Works can also import DVD video from ISO files, as well as BluRay and AVCHD formats, has smart-rendering edits, and will author and burn to optical disc including double-layer.
Also -- if your ISO is a copy-protected video, it's far more complicated.
