Freeware to converter AVCHD to MPEG?

I'm looking for a currently recommended Freeware Converter for AVCHD (m2ts) files to MPEG.
Workflow after conversion is authoring with UleadDVDWS2, then ImgBurn.

OS: Windows 7 Pro; 64 bit
