You mean the vertical jitter for a frame early in the video? Are you using a TBC with this? I don't think the Matrox has anything.

Yes my VCR has a TBC as well as an external AVT 8710.

That's a capture card issue, either in-hardware or at the driver/computer level.

Seems to only happen after being edited with Premiere Pro, the original file from the Matrox does not have this issue.

Update* I assumed my capture card was capturing in upper-field so I edited and exported as upper.

In reality it was capturing in bottom-field interlaced.

The problem was Premiere Pro was interpreting the footage as Progressive, had to reinterpret footage as interlaced lower field first.

*Updating post to help others in the future that may have this issue.

Which codec are you using? A Matrox proprietary, or another?

Premiere is not at any fault here. You must simply specify the project type to match the source. AVI does not have field order flags, and must be set manually. Even when formats like MPEG and MXF have field order flags, you need to verify those are correct, and being interpreted correctly by the NLE. This is true not just of Premiere, but FCP and Avid and others.

I knew it was a capture-level issue, but forgot to mention codec.
